Yeah it was done on the OG Jurassic Park, main reason was how back then all of this was new and Hollywood has massive talent in stop motion they
could make good use of, having a physical puppet was the best way to translate their skills into the computer. Pic related

Sure, max and maya can do this out of the box thru motioncapture controllers, you can drive animation thru any and all devices recognized by your OS to have an axis, trigger or button.
If there is a company that makes a mannequin good to go I don't know, but if you built a custom one like the one from jurrasic park here it'd work with your regular copy of max or maya.
Prob blender too, I haven't delved into blender animation.

I frequently hook up things I need to animate to a regular xbox gamepad, that gives me six analogue axis to record motion from and I do digital 'rod puppetry'
so I can act rather than animate organic looking motion and see/capture my results in real time.

Here's a more interesting image of the thing being used. It's a testament to just how powerful the organic quality of the input is that this scene from 1995 looks more believable than most CGI we see even today.
