Hi guys I'm collecting some data for a personal project which involves the production of a series of Hyper-Realistic CG Character. Since I'm not that experienced in this field I would like to ask you what would be an average price for a Human character, with a standard rig. No clothes required

Well it's your hourly rate multiplied by how long you need to complete it.
But when you move into things of the nature you describe it is difficult to quantify as most artist capable of such work
will take a lot longer to complete it than most clients can afford and/or are willing to pay.

~90 days and $10000 is the starting point I reluctantly would consider undertaking such work, with part payment after preestablished milestones as well as commitment fee upfront.

Realistically you wont work on timesink stuff like that outside of a studio setting if you're intending to only sell it to a single client.
You work on stuff like that you're better off developing something you can sell to many clients at a much cheaper price point to finance the endeavor.

I can add to this you definately need a non-refundable down payment and a solid legal contract. That contract must deal client cancelation and when or if ownership of the work product shifts from you to client in the event of cancelation by client.

It's called Photo Realistic. If you don't know that term (a very common term meant to describe via shorthand the idea of the realism side of the simulation spectrum) that suggests to me you're a novice.

As for price, go to any of the 3D model selling websites. A really great model is like $300 at most.

Yes, welcome to 3DCG. If an actual big budget studio wants something like this (like for a movie), they hire a team of people and they start by taking a full 360 degree set of scans and then the team's job is to optimize that and turn it into a rigged character.
