Bitcoin is not a socialist project. The goal is not to make it affordable for all at all times but to have an uncensored means of store and transfer value. At this moment bitcoin is not suitable for daily payments. What you are describing is the free market price of a Bitcoin transaction. Still completely voluntary and free (as in freedom) to use for all. Granted, not all would make transactions during that peak time myself included, but that is the service fee that many are willing to pay. Of course when the transaction value increases, the transaction fee becomes less meaningful. It is a problem that has been worked on since DEC 2017 and the protocol functions better already. The development is actually looking at decreasing the block size to 300k. Lightning network might make bitcoin much more accessible in not so distant future. I'm optimistic that these problems will be fixed in due time.
