Goldman Sachs estimates a 25% decrease in GDP this quarter due to the virus and shutdowns. If we assume that our GDP this quarter would have been one fourth of last year's GDP (a low estimate), that would have been a quarterly GDP of $535.75B. And a 25% reduction in that is a total reduction of $133.9375B. That would be a total reduction in the ANNUAL military budget of 18.65%, or the QUARTERLY military budget of 74.59%.

Is that really your idea of a tiny percentage of the military budget? Keep in mind that that military spending is ALSO part of the economy, and shifting money from military spending to other spending just shifts the pain from one economic sector to another. Lots of defense contractors and government employees, including military, would lose their guaranteed paychecks which would drastically hurt consumer spending and directly increase instability as now these people would also not be able to pay rent, bills, or buy food.
