This means they don't have his private keys. So he either hid them really well or he never had a backup. In which case, he's fucked unless he has access to a wallet backup and rembers the password.

If he can access the wallet and get out of Germany, it would've been worth it (at least for me.) This was pretty much a victimless crime and, quite frankly, the State would've just stolen that money anyway.
