When everyone is freaking out from losses, that's when you start to DCA on the way down and build a bigger, better position in different asset classes so that when people realize the bottom was already in, you have a comfy position. Remember that tops and bottoms can only be recognized in hindsight.
But also keep in mind that anything you buy right now is basically guaranteed to lose money as soon as you buy it. I'd expect another 20-30% haircut
