That's how it worked with the dollar from the 40s-71, central banks could exchange dollars for gold but not individuals.

Using something else to settle payments doesn't make you anymore honest. Latin American countries settling stuff in dollars is the same as with gold in that they have little to no control over either, Russia has huge gold reserves and mining operations and could manipulate the international price of gold if they want.

Literally every instance of gold currencies ended in failure after imbalanced trade/a build up of liabilities breaking things.
