I didn't know about this when delegating. I just chose someone who had high fees and a reasonable reward cut.

If the cooldown is - they can change the reward cut.
There were a few people at the start who delegated to 0 Cut index's, but found on payday the rewards cut got changed to 100%.
I think the indexer can choose when to pay as well (1 month at longest), so can change, take fees and change back quickly (the cooldown can be set to 0).
