Right now they're mostly in a wait-and-see holding pattern with only a few jurisdictions forcing Monero off exchanges. But if and when they start to see the numbers shifting in the wrong direction is when the gloves will come off and then we'll see a much more aggressive adversary.

If they can't prevent people acquiring and using XMR they'll either ban ALL crypto (unlikely) or focus all their resources on taking down the network, which might yield mixed results. Hopefully by then we'll have enough nodes and miners to weather the shitstorm.
