Are there any countries or places that sell gold below spot? For example, if I flew to Mexico city, somewhere in south America, Africa, Europe (it doesn't really matter) with a pile of cash, are you still looking at only being able to get gold at spot?

Now to add some more spice / controversy to the topic. Are there any places that have "dirty" gold that they are trying to offload? For example, nazi gold, ship wreck gold or gold with claims on it from foreign governments, gold from embargoed countries / places that may be linked to unethical methods such as war, corruption, slavery, child labor, etc (like the movie blood diamond but for gold). Like is it in the realm of possibility to have the ability to drive to the congo with a briefcase of USD and have the opportunity to buy gold @ 80% of spot for example? (outside the possibility of being robbed/killed yourself)

I obviously don't condone war, corruption, slavery, child labor, these are just discussion topics.
