Chris Marcus interviewed many people in the PM industry for his book The Big Silver Short. When he would ask each one of them how many owners there were for every ounce of real metal in SLV, he never got an answer lower than 500. People in the industry say that the inflows which are alleged to go into SLV are simply impossible. They dwarf the annual supply of silver which is capable of investment.

The market manipulation is done both by shorting in the futures market, and by dumping enormous amounts of paper contracts on the stock market with SLV. When people are dumping 60 million ounces of paper silver in the span of 15 minutes, when the total amount of new silver mined in the same period is about 25,000 ounces, you know that something is seriously wrong.

Chilton discusses the manipulation which is done by means of SLV. Naturally, you couldn't use it to manipulate unless you had far more paper contracts than there are real physical ounces of silver. Also, the very act of manipulation calls your moral character into question.

Let me ask you this. What is your explanation for silver staying range-bound for 9 years, below the actual cost of production needed to mine it; then for its breaking out from $19 to $29, only a week or two after Hemke predicted it would? He hasn't predicted that before. He doesn't make predictions like that. He simply related facts--that J. P. Morgan either had to stop shorting, or empty their vault of all its silver, in order to provide physical delivery on the COMEX--and the facts came to pass exactly as he said they would.
