What I am saying, is that these two things are correlated. As racial diversity increases, the possibilities for disagreements increases. The government's job then becomes a pursuit of outlawing disagreement. This has the inverse effect of actually antagonizing people and increasing disagreement instead of accomplishing what it sets out.
