I believe it's the other way around fren : they aren't especially going after nickel, and it's because nickel isn't considered a big deal that they got caught.
Me think the exact same shit is happening with copper, zinc, tin, plat,.. and most of all gold and silver. But they must be more careful / bribing better while messing around with other, more tightely controlled and sought after commodities.
The nickel mess is probably a mix of arrogance and carelessness from the (((fraudsters))).
Or the ppl behind the nickel traffics are either considered an annoyance by bigger fishes, or it's to give a bone to gnaw, acting as a diversion while far worse stuff is happening with other commodities.

You are imagining wrong then. Being legal tender automatically make them taxes exempts in most countries, while rounds are subjects to VAT.
Also the recognization factor is a big deal, they are the most liquid items because wildly known.
Finally, since they are legal tender, faking them is considered counterfeiting money, which fetch lifetime in most nations too since it's the worst crime imaginable perpetrated against a government.
