Ok, so this is what I understand.

Landlords keep a certain livable standard of housing as the norm. You are all not living in apartments with broken floors, windows, exposed wires, and no running water, right?

Even if they aren't the original landlords who renovated the property to that standard, they are responsible for maintaining it as that.

It seems to me that landlords aren't evil. There just needs to be more accessibility in being a landlord so people have more options.
