These places and companies are big, but failing is not accepted in China.
When the gouvernment wants your district to improve output by 5% in a year and you manage 4% you report 6% to get some extra bonus. Next year the gouvernment expects 7%, but now you need to report 7%, so 9% more than you actually managed this year, and so on.
And the governor above you will also add some numbers to get some bonus himself and so on.

NEVER trust Chinese numbers. NEVER buy Chinese good, unless you verify the quality yourself and keep the good guarded by foreigners till shipping.
A friend of mine works with them and he told me his workers would sometimes lose wrenches and not report it because that was "admitting a mistake" and thats dishonourable and bad.

Not saying that all Chinese companies are bad, or that the city of Chengdu doesnt exist. Just be very careful here.
