If you think in the old 50s 60s spying which camera shit, satellites path are easily predicted so if you want to hide something, just wait for the satellite to pass.
Modern is SIGINT, you can use ballons to recover radar&radio signals which are VERY important. Especially radar from fighters, AD and awacs. You can develop new ECM techniques and with enough analyzing find the signals that RWRs would be looking for to warn. They recover the signals from f22(if they turned their radars on) and send them to the gook satellite orbiting which sends it to beijing or another gook city. Thats why the one that was shot down in NC had a SIGINT plane just listening the signals sent to gookland. Or they were just throwing noise to the satellite so it couldnt recover the gook ballon signals
