The problem with silver making new highs is momentum. Any market that makes new highs gets a spotlight put on it and the momentum can turn into a frenzy. The spell cast on pms is complacency and demoralization, if that multi-decade spell breaks then there is no going back. It's much easier to grind silver down between $25-40 than have it hit $60 and put a cap on it.

Yes, this is just a more aggressive manipulation like things they have done in the past; raising margin requirements till they break longs (everybody is buying physical so this strategy doesn't apply anymore) or canceling trades like they did with LME nickel. They will manufacture some reason for the exchange to close and say all metals are for industrial and national security use only.
