Literally the first paragraph of this is more complicated than a blue magic card and makes absolutely no sense. The highlighted paragraph is far too vague to comprehend anything or make any real world use of the information.

I'm waiting for my coffee to kick in (just pounded a starbucks vanilla double shot espresso drink).

The article I initially posted basically makes it sound like they're going after everybody as a whole and that we have 15 days to file a report or face a felony charge. Please tell me I misread that somehow? I've read the article over twice so far.
