So even in police departments in which minorities make up most of the force it still happens. Do you understand that police simply patrol in areas with higher incidents of crime?

let's say there's 10 police officers. Group A has around 60 members, group B around 4 members, group C around 20, and group D with 13 members.

If group D despite having only 13 members yet somehow committed 60% of all violent crimes or robberies then how is it operational or institutional bias to patrol group D more heavily?

Group D is having far more police interaction because they are committing more crime and having heavier police activity in their area. And on top of that group D is predisposed to ignore lawful commands.
