Imagine the market price is currently $100 but you have so much to dump that you'll only get an avg of $50 per share if you sell it all.

So instead you "loan" it to the government in exchange for $100 per share and then you never pay back the loan and let the government keep the share.

You effectively just traded all your shares for $100 each instead of $50 each

Imagine there's two people in the entire world. One is named Gov and the other is named Joe. Gov has $100 and Joe has $20. The total amount in circulation is $120. If Gov gives Joe $10, Joe now has $30 and Gov has $90. The total amount in circulation is still $120.

The "free money" is coming out of the federal budget, and therefore does not increase the total amount in circulation.
