That was originally the point of it. To supplement income for people that had space in a house. The problem is that interest rates are still so stupid low that you can mortgage a property and pay off your yearly obligations to it if you have like 1/3 or 1/4 occupancy of the property.
Then you had de facto airbnb rental "kings" that would leverage entire houses they never intended living in and just rent them out to airbnb guests. And it was most lucrative in precisely the places where housing prices were being crushed upwards.

Some places in the world yes. But it's difficult to enforce because literally everyone has incentives for letting it continue. Real estate agents sell more homes for a higher price. The higher prices drive up property values which is a boon to their neighborhood provided the guests keep to themselves. And cities still collect on the property taxes. The only people really fucked are those looking to live and work in the area, and they are unlikely to stay there or realize what is going on.
It's one of the many unintended side effects of having absolutely stupid easy credit for nearly a decade.
