For a small window of time the broker had to foot your bill even though you had the capital needed at the time. The warnings or punishments for that vary between brokers but is typically 1-3 warnings and then 90 day suspension of purchasing further securities (that escalates from there).
If you buy a security with a cash account with funds you don't have and "cover" with selling another security (including the shares you just bought) in the time it takes for the purchase to settle that is "freeriding" and the SEC has strict rules that all brokers must follow.
