The majority of the "fee problem" was bugs in wallets fee estimation algos, they were effectively just guessing and not taking into account what was really clearing in memepool.

This led to an arms race of fees. Notice fees haven't even really gone above median 40 sats since those bugs were fixed. 1 and 2 sat fees are still clearing as we speak.
