Im technically a developer. I work in automation and big data which is a fancy way of saying i write SQL scripts. At my work thankfully they're retiring, younger Gen-X and Millennials are pushing a telework pilot program starting on January 4th, so I'll get to telework 2 days a week initially for a 6 month period while testing long-term viability. I work in the DoD as an engineer so things are slow. But I wouldn't be able to permanently telework 5 days a week anyways, since I have to test equipment and hardware in the lab which is top secret.

Unless of course they changed our workload so that some people are solely in-person testers, and others perform solely remote work...

Uh, what? DOD commands/activities are required to have a telework program in place, it's a DOD directive. There's no need for a pilot program, you just sign a telework agreement with your supervisor and file it with HR and then you work from home on whatever it is you do. If you're in the DC area, they're required for everyone for snow days. Yeah, you can't do classified work at home, but everything else you can. This has been the case for years now.

Yeah, they passed a law about it back in the 2000s, I used to be able to rattle all this off the top of my head but it's been a while. I became pretty well liked after I wrote our policy because our command had been using it as a favor for one employee and made it seem like not an option to anyone else, but after I wrote the policy and provided training a bunch of people started using it to telework a couple days a week/payperiod and it really helped them out avoiding the commute. Productivity also increased in my department because people had quiet time to focus on knocking out paperwork rather than dealing with office wanderers who wanted to chat.

The problem is that there's no real accountability for activities, at least in the DoD, that are out of compliance with directives and the law and don't have their own telework policies implemented. Basically unless someone like me sets it up on their own initiative, it'll take an employee making the request, getting denied, and then filing a grievance with HR to get the ball rolling. It's kinda stupid but it's the government bureaucracy, can't be helped.

Also as far as I know the government doesn't have tracking software on their laptops/machines to make sure you're working. I think it's a privacy breach. They do monitor network usage though so obviously don't be looking at naughty websites on their machine, but I've never heard of a govie having to use the coffee cup trick.

For the government it won't change much (partially because there's so much waste and people not doing work anyway, working from home doesn't change anything). For businesses supervisors will just have to become more accountable for work that does or does not get accomplished, and I expect eventually supervisors will be rewarded based on how much output they can get with as few WFH employees as possible. Bad supervisors will be unable to keep output and retention up at the same time and will probably be fired and overall I expect bureaucracy to shrink a little bit. Really computers and automation had a much bigger impact on middle management than WFH will.
