So basically, if you're reading between the lines here, it means investment banks take 1 asset, and they loan it to multiple people multiple different times, fractional asset lending, and basically they give each successive lender better terms with less risk given that the guy above them in the chain is on the hook for most of the risk. So investment banks are probably insanely leveraged, I'll bet they can get at least 8-10 loans out on a BBB bond, with at least 3-4 of those becoming paper market short term maturity loans at least. This is a huge amount of leverage.
