My list wasn't exhaustive (if you read the post you would understand this) if you were to list out ALL the examples for and against, or even just use larger geographical regions to more easily include the global population then the theory holds.

The north has more seasonal change and people feel time moving at a faster pace due to the rate of change.
Whereas the south has less seasonal change, also it's usually hotter, so people feel time moving at a slower pace and feel less change.
There are studies for this but i can't remember my sauces, might be bullshit anyway but the most noticeable differences were in spain and italy. The latter might have more to do with politics than the former.
SAD is also a likely candidate for the difference in perspective between north/south. 1 in 3 people suffer from SAD. Despite it's name it doesn't necessarily make you sad, though that is a potential symptom, it's just basically a micro-hibernation where your appetite, sleep patterns, libido, motivation etc. might change. Most likely this change will be into depressed states, not to be confused with actual depression though that can also be a symptom, and there's lots of evolutionary(or even plain historical if you don't believe in evolution) evidence for this.
Take Scandinavia. One of the reasons the norse were all considered "fair-haired" wasn't only because they did have a higher percentage of lighter hair in their population but also because they would bleach their hair every winter to get rid of lice because they would all be shacked up together in their homes with little, sometimes none, movement between houses due to the extreme temperatures. Living this way for generations would induce SAD in a population as every winter they sleep more and eat and work less.

Very difficult question to answer, but indeed it seems that there is a negative correlation between the amount of natural resources available and innovation / development.

Areas where natural resources are scarce require individuals to be innovative and create their own means of survival. This is one of the reasons why industrial revolution happened in Europe.

If you look at Ancient Greece as well, Athens was the most successful city and they had 0 resource. It pushed them to trade, make alliances, wage war etc
