Can't speak from experience because I live in a shitty studio on the first floor but it just needs to be accessible and interesting (ideally not facing an alley). I've also seen window perches/hammocks for cats but not sure how well those actually stay up.
I haven't seen pet owners buy heat lamps unless it was for a terrarium, you're probably a perfectly good heat source

This. Cats aren't supposed to be eating grains and basically all cat food is mass produced with grain because its cheap. Check out Organix brand catfood. Also buy raw chicken liver and hearts and blend it up for them once a day. You can extend your cat's life span and quality by years. The longest living cat in the world was 37 and second longest was 34. One guy owned both of them and fed them a crazy diet of clean natural food.
