For those who don't know, Sanjeev Gupta was the guy who tried to make a business financializing UK energy subsidies. He basically got the government to agree to purchase a set amount of energy created by biodiesel generators operated by Gupta. Since this is an expectation of cash flow, Gupta's plan was to convert the promised energy purchases into bonds that he could then sell to investors. The generators themselves were literally loaded up into a bunch of shipping containers that were just going to burn energy regardless if it was actually needed, having already secured the payment contracts. The only reason he couldn't pull this off was he couldn't get the shipping container thing working and the whole scheme blew up in his face.

When the government issues a bond they have to sell it at rates equivalent to what the open market would be selling at or else there would be no buyers. High rates means high inflation, high risk, and less credit. If you buy a bond for 100 that matures at 110 in 20 years, then the value tanks to 50, you're holding that bag for 20 years to get your 10% gain meanwhile inflation eats away your gains heavily because the governments issuing the new bonds at 50.
