Well, you can buy for cash if you create an account on Vault of Satoshi for a slight mark up, or you can buy on /r/dogemarket via paypal and such, which some of us sell on, but it is marked up a good bit more since it's easier.

Best option to buy in at lowest price is to buy BTC on coinbase, or some such, transfer them to an exchange like Cryptsy and trade them for DOGE.
