I'm getting about 1350 euro monthly from welfare money. (it's "disability" income)
I basically have this source of income permanently. I was wondering if there any other extremely low effort ways to increase money coming in consistently on a monthly basis.

all you have to do is start at step 1: make appointment with psych, have a story, be prepared do a little acting. then maybe you'll have to run some tests or get a certificate or a diagnosis whatever. it could be something as simple as autism or social anxiety.

also the moving to neighbor countries and applying it could work if you have dual citizenship, which I don't have. so I don't think this is an option.

Sure, start with 300 euro, buy a power tool (chainsaw, lawnmower, or name brand electrical drill or saw). Talk the seller down only 10%. Post it for sale for the same price that the seller was asking, and just be firm when you go to sell. If you don’t sell it within 2 weeks, just sell at a loss and try again.
