The collateral isn't going to be in LINK though, it would have to be in something else. The problem with LINK going for a fee-based model is that it incentivises the people using the service to keep the token price as low as humanly possible. Ultimately the part of collateral will need to be played by a separate asset that has high tps, very small tx fees(bare minimum to prevent spam) and high amounts of liquidity. Fortunately CCIP makes it easy to use other chains and tokens so it shouldn't be hard to source the collateral while keeping LINK low to maximize efficiency.
