In theory, if there is an imminent CUSIP change, shorts would be forced to close out their position because the shares they sold are under the old CUSIP number, so they would never be able to repurchase them after the change. In practice, this isn’t how it works. What they do is just file their existing shorts under securities sold not yet purchased (sound familiar?) then continue to short the shit out of the company after the change. You might question whether it’s a good idea to fuck up your balance sheet like this, but it’s only temporary. Once the company goes out of business, any obligation you had to repurchase shares is now gone, so all that shit gets wiped clean. Oh, and as a final note, you don’t need a merger/acquisition to change the CUSIP. Any corporate action will do.
