Still to this day I haven't seen any explanation on the unique features of XRP, that makes it stand out so much compared to other coins when used for bank settlements.

A CBDC is the same as a Stablecoin.

Stablecoins are not blockchains they would still need a layer one blockchain for a CBDC system.
