I think I finally understand the real reason behind the second tier and it is most probably not for retail, but for two different central banks checking their separate balances within their jurisdiction during cross-border transactions. at least one T2 will exist separate from others for checking their own balance sheet continuously, while the T1s are decentralized, staked, paid and incentivized to act honestly and using a common technical infrastructure while burdening the maintenance and operational costs.
