Yes, USDC is on many chains. However, anyone can provide liquidity. In this case, someone provided a really small amount of liquidity but either set or manipulated (by swapping) the price to a very low rate. Then the person who was panic selling at 100% slippage (possibly a contract) swapped on that pair, leading to them getting almost no USDC
