There are psychological and historical aspects behind this modern obsession with control.
It's not just a byproduct of technology or efficiency experts.
Psychopaths are control freaks and this constant expansion of surveillance is evidence of the growing psychopathy of those who are currently in control of government and business.

Our leaders are at this stage of insanity now.
Finally the obsession with collecting data and micromanaging all aspects of peoples lives is a symptom of all late stage empires just before they collapse.
The Assyrian empire, the Roman empire after Diocletian, the Ottoman empire all had this characteristic.
Britain too, now America and the rest of the West.
To give an example, at the height of the British empire in 1886 the War Office had about 980 employees. They dealt with a vast empire and numerous colonial wars.
Now the sucessor to the War Office is the Ministry of Defence.
Despite having no empire the modern version of the War Office has 60,000 employees, 59,020 more than when Britain had the largest empire on earth
