And I presume an organisation as large as the IRS just has a standard set of qualifications and contract details.
Like my employment contract stipulates that any invention that I make on company time becomes company property. My job neither revolves around anything creative that could spark such an invention nor offers me enough downtime at work to come up with an invention. It's just there as a standard phrase.
