How hard would it be to establish a consulting business and bill myself as an expert in open-source software? There's nobody in my city currently offering this service afaik, and I don't want to work retail while going through uni

Anon, if you were an open source expert you'd know that normies don't care about open source. Not even a majority of IT professionals care about open source. They want software that works like they expect it to.

most of the time just declaring yourself an expert works, remember if someone would know enough to recognize a fraud he wouldn't search for an expert.
Make a website, write a few articles, make a few youtube videos, write a "book" (50 page ebook with a lot of pictures), go give a free 15 min lecture somewhere and put it on youtube (no one needs to know you weren't a paid speaker).
You know that Ben Krasnow was hired at Steam and later at GoogleX because he had a couple youtube vids? (to be honest one of them was about a electron microscope he designed and built himself)

Yeah, this is kind of what I was thinking. I've got a list of all the local businesses in my area, and once you strip out the franchises/multi-national companies, there'll be a bunch of mom and pop shops, local retailers etc. Offer to do a free initial assessment, see what they've got, and then try to find an open source software stack that would work for them. Present them with the options, how much they would save, and how much my fee would be to get them up and running.
