Well you have 2 classes of people, those that are living paycheck to pay check and have just barely enough income to continue to survive, they are trapped in poverty and have no means to climb out, all they can do is attempt to sustain what they have. As for the 2nd group you have people who are legitimately bad with money and/or live their lives to the absolute limit of their financial means. In the US there's over 1.2 Trillion in public auto loan debt, with the average car payment around $500 a month over 68 months. There's a kid I used to hang out with, he was a few years younger than me but he was pretty smart for his age, saw him the other day. I don't know what mom did for work but it didn't bring in much and the kid got most of his stuff from his drug dealer dad or worked side jobs between school to save up. I live in Sydney where the only choice if you are single is to live in a share house with 7 other people. Even on a decent wage (above average, ~$800 a week) won't be enough to afford rent, bills and food. I have had many friends move out and be forced into these places. Things were constantly being stolen, bathrooms were atrocious, mold and bed bugs were common. Nothing was ever fixed by the owners. Very low living standards.

Difference is there's aren't being used as hotels, they're being used in lieu of any other housing solution. Honestly if I worked in the tech sector and made good money I'd consider something like that if an RV wasn't an option.
