Economic hard times exist for a variety of reasons. They are exacerbated due to the debt based economy, but they would happen if we didn't have a debt based economy. They would just be more centralized in high damage areas. For instance, if a hurricane decimates a city, that city wouldn't get rebuilt because there wouldn't be enough available money. Debt increases the amount of available money to help rebuild and cushion other natural disasters/droughts/wars, etc.
