When BATs ready it won't need ETH. Brendan has clearly stated in the BAT sub that they are settlement layer agnostic by design. It was just convenient at the time to use ETH as an ICO platform (which was done in full compliance btw). It was always the plan to abandon ETH. Brendans a mathematician and computer scientist.
