you need a medium. you can't just use fiat directly. uphold allows creators to cash out their BAT so it's the same thing as receiving fiat. but they will have incentive to hold the BAT because it can and will go up in value. it's value of course will be a direct reflection of the ad market it captures. in the case of the 1$ theory. bat would have to capture 1.5B in internet ad marketshare.
