The driver gets a flat rate + mileage on each delivery.

It's true that it's not a tip, but the company and franchise owners DO use this as calculations towards the minimum wage amount.
Fun fact. If you don't give tips and the tip eligible employee doesn't make a $7.25 an hour minimum, then the store has to pay the difference.

That depends where you're working. At my D's they charged the customer like 5€ per delivery and paid you something ridiculous like 0.4€, a little more if you put your own vehicle.

In civilized countries like Europe the employer pays wage which people are willing to work for and they don't demand tips at all. People won't work for you unless you pay them a reasonable wage, not so much wageslaving where you have zero rights like in America.
