That's exactly how it works in nature. The only reason humans have society is because they imposed cultural restrictions on sex.
You may want to give Chimpanzee Politics a read. Our closest relatives act much as you described - the women fuck the alpha males, and on occasion sneak around behind their backs to fuck other members of the tribe.
