Under "libertarianism" if they weren't shot by their victims they would be beaten/arrested by private security guards and instantly deported from the City's™ property. If they couldn't pay back their victims for any damages they inflicted they would NOT just be let go, they would be sent to a private labor camp to work off their debt. Since workers work best when they aren't addicted to drugs or suffering from mental illness the labor camp would have a profit incentive to get them clean and receiving medical and psychiatric treatment. If the homeless person was intelligent enough to benefit from an education then the labor camp would also probably educate them in a trade because an accountant, machinist, etc makes more profit for the camp than hard labor. In the end the victim is made whole again, the criminal is taken off drugs and given an occupation, and the streets are clean.

What you see in Seattle is actually a failure of government. The government simply takes these homeless people and puts them inside prisons and jails (which are already full of drugs yet lacking in medical care) where they just rot inside cells, entirely unproductive. This assumes that they are even arrested in the first place, petty crime goes routinely unpunished. Crime victims have no recourse, the "punishment" of the criminal takes priority not their health or financial standing as victims, assuming the state does anything at all about it. This is because the State gets paid regardless of their ability to actually fight crime, as it is a total and complete monopoly on law and order. This situation in cities like Seattle or San Francisco are just an example of the type of dead weight loss that strong monopolies have on economies.

some dude comes up to me asking for money for weed, he had his hands in his pockets i told him to fuck off. he than told me that i better start worrying because his crazy freinds are coming, he started getting angry. my gf was getting scared. two more guys started coming up yelling. one was not wearing any pants or underwear, i knew at this point i fucked up, i tried ignoring them and they only started yelling more and more and were chasing us. i was acting cool but my gf started running away. then we ran inside a 99 cents store and hid.

Most homeless have mental problems and/or are drug addicts because if they were normal they wouldn't be living on the street.
Added to that is Seattle is full of tweekers because of the meth problem.
