Lets imagine Tim needs 3 employees for his small local business to function. If he could pay his employees $5 an hour, his business can stay afloat. Government mandates to pay his workers $10 an hour flips his business from being profitable to being a slowly sinking ship. New businesses either have to have an extremely profitable revenue structure, or have enough start up capital to sustain running in a deficit until eventual profitability.

Arbitrarily raising the earning power of a job beyond inherent value causes inflation. Lets say fast food workers are paid $5/hour, and receive a minimum wage increase to $10/hour. That increased earning power is temporary, and after the inflationary period, the prices of goods readjust themselves to relative earning power. You have now hurt all people on a fixed income, you hurt all people holding fiat currency, and you hurt all people drawing out social security and similar programs. Their dollar value has stayed the same, but the value of the dollar has lessened. Inflation is giving temporary advantages to certain groups that propagate outwards in a ring based upon who they trade and interact with, while cause long-term disadvantage to other groups.

We don't have legal minimum wages in my country, because it works well without them, mostly thanks to unions negotiating minimum wages in practice, anyway. It's pretty much unheard of for anyone to earn less than $15 or so per hour.
