The S&P 500 is simply a measure of the top 500 largest market cap companies and the SPY is made up of stocks of those 500 companies. The total market cap of the S&P 500 far exceeds that of SPY. Testing and discovering infections are backdated to at least early February makes Trump admin look negligent, incompetent, and lazy since commoners on the internet have been having prep threads since mid January.
From a liability standpoint it makes more sense to let people die and get infected for a few weeks before lining up mass testing around 24~ish days from when Trump actually got off his ass. Can't be ruled negligent when nobody actually knows what they're dying of.
