Laying people off refults in the ages appearing to go up because the layoffs are concentrated in low pay sectors. When investing in US dividend-yielding stock, you pay 15% tax in the US and get an equivalent tax credit in canada. However, US stocks are not eligible investments for the preferential tax rate which is 50% of regular tax rate, so really you pay as much as 54% on the dividend yield depending on the rest of your income.
The best options are to invest in canadian dividend-yielding stock. They're not as good as american but they're decent. Otherwise you could use a TFSA, which I believe (but I would like confirmation) results in 15% tax in the US, and a 15% tax credit in Canada due to the agreement (what I'm unsure about is if you do get reimbursed in Canada, possibly you end up paying 15% which isn't too bad considering the US dividend-yielding stocks are usually stronger than canadian).
That said there are good Canadian choices too, like BNS, CNQ, IPL, REIT...
For non-dividend american oil stocks, you're good to go either way and capital gain taxes from selling the stocks will be entirely settled in canada as far as I'm aware.
ZEO has too much canadian oil, but ZJO is 75% USA (but you get to deal with the tax issue)
I think HUC is WTI futures but it's also expensive (1.56% MER I think).
