The official policy of the UC is that they don't engage in affirmative action (because of court orders), but by looking at the numbers you can tell they do. A friend works in marketing for a university. They have marketing departments because they need to actively sell courses, especially to international students. If you start thinking as a business then yes, you've got to expand your customer base, reduce your costs, increase your margins, all the usual shit. China is a huge deal and universities compete globally for the $$$. Fees for international students are massive and make up over 50% of her universities budget so they spend a lot of money on advertising, outreach and conventions. Fees are massive for domestic students as well, but they are capped sooo ... not as lucrative. Many universities have now grown so large that they need the revenue from these foreign students, relying on domestic now would require a ridiculous restructuring to the point where I don't think the huge and well paid management and bureaucracy could or would be willing to see it through. Too long of "I earn ridiculous salary because I manage hundreds of managers" ... if all those managers aren't needed, the salary isn't justified, suddenly you are supposed to teach, administrate, manage a lean team, not going to happen they'd actively work against it to preserve themselves.
