In east Asian countries there is a lot of nationalism and pride for all things in made in that country. In a country like China regulators will first check to see if there is a home grown solution before picking something made by foreigners. In this case, like others have mentioned, band protocol exists, but it's obvious it is a clone and they have no idea what they're doing. To save face BSN probably said that Band was their first choice, but went with Link because (insert non-insulting reason against local solution here).

Because the public aren't buying any. It's not meant for them. It's finance industry that buys, but they don't buy from exchanges like you or I, they buy in bulk from Sergey himself (hence the 700k dumps). This means there is lag between these orders and the price moving.

Back to this announcement. If China's State entity announced that the West had the best oracle network and there wasn't anybody in China even remotely close, it would be them admitting inferiority to the West. They can't do that. In practice, they absolutely will do that by choosing the clearly best choice despite it coming from the West. However, they have to make a token nod to their own industry and make it appear that they are on par with the rest of the world in all things. So they say that there was another that was even better than Chainlink (implying it's Chinese), but that they went with Chainlink for [insert completely bullshit and pedestrian reasons].
